Rotation lock out explanation (1993-2003)
The lockout wedges between the top of the rotation pivot bracket and the bottom of the cross bar. To use a lock-out device there needs to have been metal braces welded to the collar. The wedge can create considerable force and will literally tear the collar from the crossbar.
The top half of the lockout device has been inserted below. Note the collar supports.
